When looking at the task manager, do you see any suspicious or unknown applications or actions taking up CPU usage, memory usage, or network usage?
I used to have the Microsoft Content Creator award...that was until I became inactive. I was busy, but I'm back :)

I see the following processes which are might be related- Found in resource monitor.
SkypeHost.exe (Status-Suspended)
RealSenseDCM.exe (Status-Running)
But they are not taking much memory and CPU.
I also found the background process running:
Intel(R) RealSense(TM) Depth Camera Manager Service)
Microsoft Skype Preview.
But Skype is also not working.
Also please let me know if you need any screenshots to help me further.

I turned off every app in that list and I'm still getting the error. I don't have Windows Hello turned on either. Any other suggestions?

i have the same issue i did every thing in post still same problem with same code error , also i chat with Microsoft help desk but also all solution doesn't solve the issue i believe that this issue is bug in system and need to trace in Microsoft developer to solve i have tablet hp .
windows 10 home with latest update fresh installation .
